What happened
Ryanair Holdings plc (NASDAQ: RYAAY) said on 15 Oct. it will open a new two-aircraft base in Rimini for Summer ’27.
The filing says the base carries a $200 million investment. It will offer over 600,000 low-fare seats across 17 routes and add 5 new routes.
The schedule will total 114 weekly flights and support over 500 local jobs.
Ryanair said the Summer ’27 Rimini schedule will be its largest-ever from the airport.
The release says the base follows Emilia-Romagna’s abolition of the Municipal Tax and will attract thousands of additional visitors to the region each year.
Ryanair said fares from €29.99 are available now via the Ryanair App and website.
If the Municipal Tax is abolished nationwide, Ryanair will respond with a further $4 billion investment in Italy.

Why it matters
OptimistFi’s case is that Ryanair uses scale, low costs and fleet discipline to keep fares low when fuel and labor stay benign.
This filing fits that view because the airline is adding aircraft, routes and seats after a tax change.
The 600,000-seat schedule is said to be +100% vs. S’25, while 114 weekly flights are +100% vs. 2025.
Ryanair also said Emilia-Romagna’s tax change already enabled 9 new routes, over 700,000 passengers annually, 250,000 new seats and more than 450 jobs across the region’s airports.
That makes the Rimini buildout a clear test of how quickly a regional policy change can expand capacity.
The larger Italy plan exists only if the Municipal Tax is abolished nationwide, so the $4 billion, 40-aircraft expansion is not committed today.
The filing puts 250 new routes and over 15,000 new jobs behind that national scenario.

What's next
Summer ’27 is the next scheduled step, when the Rimini base is due to start with 17 routes, 5 new routes and 114 weekly flights.
If those services launch as described, that would support the case for Ryanair’s regional expansion model.
The filing also points to a further Italy investment only if the Municipal Tax is abolished nationwide.
That makes the tax decision the key test for whether the broader plan stays theoretical or becomes another commitment.
