Westlake plans Cologne PVC plant closure, sees $205 million charge

What happened

On September 24, 2026, Westlake Corporation (NYSE WLK) approved a plan to stop PVC production at its Cologne, Germany plant. The company announced the move on September 29.

Westlake said the Cologne site has annual capacity of about 165,000 metric tons of PVC. The closure is expected to reduce the workforce by about 120 employees. The company said it will keep serving customers from other chlorovinyl facilities in Germany, including its recently acquired Wilhelmshaven site.

Westlake said the Cologne plant is smaller and has a higher logistical burden than its other European PVC sites. It said the move should help improve profitability.

Why it matters

Westlake linked the closure to weak market conditions in Europe and lower-cost operations elsewhere in its chlorovinyl platform. The company said the shift is meant to take advantage of those lower costs.

It expects total pre-tax charges of about $205 million. That includes about $100 million of cash charges and about $105 million of non-cash charges. About 54% of the charges, or roughly $110 million, is expected in 2026. The rest is expected in 2027.

OptimistFi's case is that Westlake can create value if its integrated network and liquidity support mid-cycle cash returns. This filing is mixed for that view. It points to a possible profitability lift, but it also adds a large restructuring charge and flags sequentially lower third-quarter 2026 performance.

What's next

The Cologne site is expected to cease operations in the first quarter of 2027. Westlake said about $110 million of the charges will be recorded in 2026, with the remaining portion in 2027.

The company said some cash outflows are expected over several years through the completion of the closure. Westlake said it will update its estimates in periodic reports as more information becomes available.

The filing says actual costs, timing of recognition and cash outflows may differ materially, and the plan could lead to additional charges. A shutdown that stays on schedule would support the lower-cost reallocation. Any delay or larger charge would weaken it.
